$1 billion Panama has become a paradise for subsidies

Panama’s government is spending about $1 billion a year on subsidies and fiscal incentives.
Programs include universal scholarships for $143 million, the Oportunidades poverty-relief program for $38 million, $60 million for bottled gas, and subsidies on electricity bills for $65 million.
Additional recourses were used to finance relief from export taxes for $54 million and preferential interest rates for home loans on $73 million.
