$3.5 billion in waterworks needed to slake thirst of Costa Rica

More than 300,000 Costa Ricans have no potable water in their homes and 80 percent of wastwater is untreated.

The country has plenty of natural resources to remedy the shortages, but experts say the problem of a lack of infrastructure. That may mean spending of as much as $3.5 billion in wastewater, potable water and transportation projects.
