$6.4 billion pledge for public works in Costa Rica

Infrastructure projects totaling $6.4 billion have been announced in Costa Rica by the president, Laura Chinchilla.

Loans will be the principal financial instruments of the program; lending will be used for about 62 percent of the projects. The rest will come from concessions, trusts and bond issues.

Energy will be the largest slice of the plan, including $2.9 billion for the construction of the Reventazón, Diquis and Savegre hydro projects, as well as the extension of the state-owned oil refinery.
