Alfa and Harbour agree to buy Pacific Rubiales

Mexico’s Alfa and Harbour Energy of the US agreed to acquire the Canada-based oil company Pacific Rubiales, whose operations are located mainly in Colombia.

Alfa has been courting Rubiales for months because it wants to have a unit that can profit from Mexico’s energy reform.
