Big budget and big doubts for Costa Rica’s public works

Francisco Jiménez has the largest budget ever granted to a Costa Rican minister of public works and transport: $1.4 billion.
 
But that is not sufficient to convince leaders of the construction industry. Many of the proposals, many say, will end up in a mass of red tape and frustration.
 
But Jiménez says that things will be different next year. The final details are being worked on for the first major highway project that will run from the north to the Caribbean.
