Big public works projects in Costa Rica are 'sick'

The major public works projects that Costa Rica needs are ailing because they were badly designed right from the start.

That is the view of Rodolfo Méndez Mata the new minister of Public Works and Transport. The problem is, he says, that political considerations overruled this of a technical nature in many cases.
