Costa Rica affected by red tape

Costa Rica's competitiveness is being affected by red tape to start projects, Costa Rican daily La República reported.

If the country improves its processes for tenders and reduces the time it takes to open a business, the country would be able to recover its competitiveness.

"On top of all the slow procedures and red tape, we have to add that we don't have an executive culture," said Finance Minister Édgar Ayales.
