Costa Rica has cash to fix roads but fails to spend it

Costa Rica's highways council, Conavi, has used only 2 percent of $850 million in funds that are available to fix the nation's roads.
The money is in the form of an Inter-American Development Bank loan.
Since the first $300 million deposit was made in 2010, so far the loan has generated only one project.
