Costa Rica resident-elect has a mountain to climb on jobs

As he puts on the Costa Rican presidential sash, Carlos Alvarado will inherit a promise made his predecessor, Luis Guillermo Solís, to create more jobs.

Solís fell well short of his target of creating 217,000 jobs, leaving Alvarado to create an even greater target.
