Costa Rica’s Caribbean ports spill oceans of red ink

For the third straight year, Costa Rica’s Caribbean ports -- among the most inefficient in the world -- will incur major financial losses.

The root of the problem is that the wage bill of the government administrator, Japdeva, is growing faster than the income for the services offered by the terminals at Moín and Limón.

Japdeva has had to postpone essential improvements and obliges its customers to pay the high rates charged for the inefficient docks.
