Costa Rica’s 'Impulso' kick start for economy could falter

President Luis Guillermo Solís de Costa Rica announced a program, dubbed “Impulso”, to kick-start the economy.
The aim is to speed up growth rates and provide more jobs in the short term. But a focus of the boost is the free zones, where only 85 people have jobs. And major public works appear to be largely ignored by Impulso.
