Costa Rica's major projects will be half-cocked

When, in May of 2022, President Carlos Alvarado hands off to his successor, he will leave behind a backlog of half-built major infrastructure projects.

With few exceptions, Alvarado does not expect to see the conclusion of projects that are now under way.

What makes matters worse is that the state of Costa Rica's roads is among the worst in Latin America, according to the latest Global Competitiveness Index.
