Costa Rica spends a dollar of every 10 in perks

The Costa Rican government is going to pay $2.2 billion in next year's budget, if all goes according to plan.

That means a tenth of the total, while interest payments account for 40 percent.

The incentives are due to be increased by $19 million next year. Schools and the courts account for most of that.
