Costa Rican capital could be tourism star with little investment

San Jose, Costa Rica, could generate significant income and provide plenty of jobs if it were to be promoted as a destination of international tourism.

What the city needs to achieve that goal include better sidewalks, lighting, signing and information centers for visitors, according to the owners of leading hotels.
