Millions of dollars that Costa Rica’s government had earmarked for public works programs were not used in recent years.

During 2010 alone, the amount was some $1.6 billion, double what the current proposal for fiscal reform is meant to save.

Bad planning and red tape are the main causes of the misuse of public funds.
