Costa Rican state power utility sbould be able to bid in tenders

 

Costa Ricans at large would gain by a proposal to allow ICE, the state power and telecommunicaions utility to take part in major construction projects from which it is barred.

However, legislators are hoping to overcome the restriction, arguing that ICE will help to reduce the high costs of many public works projects.
