Development plans face opposition in Costa Rica

An eco-friendly port terminal in Limón, Costa Rica, along with the modernization of highway Ruta 32 would help boost development of the region, Costa Rican daily La República reported.
But an initiative to promote the two plans has been met with objections in the Costa Rican Congress.
The project to revamp the highway is expected to be through a partnership with China, who would provide financing worth some $456 million, but needs Congress approval before it is implemented.
