The prospective enforcement of a state of emergency in El Salvador is the latest in a number of extreme measures that have characterized the government’s flawed security strategy.

The government’s failings in this respect have been epitomized by the country’s skyrocketing murder rate, which is now in excess of 100 per 100,000 inhabitants.
