Europe gives region $12 million to prevent disasters

The European Commission has donated $42 million to prevent natural disasters in poor regions of the world, including Central America.
Central America will receive $12 million. The other regions are Central Asia, the Caucasus, south-east Asia and southern Africa.
European officials say the money is not a cost: "Every euro spent on preparing for disasters allows us to save seven euros we would have to pay for disaster relief."
