ICE clings to Costa Rican fixed-phone service

The Costa Rican state electricity and telecoms company, ICE, is fighting to retain its exclusive service in fixed-phone service, both residential and commercial.

As a result, it is refusing to permit portability of numbers. And now it is embroiled in a court case over the issue.
