The ambitious plan of public works proposed by Andrés Manuel López Obrador, the Mexican president, could be brought low by a sputtering economy.

López Obrador's projects include the $7 billion Maya train, a new oil refinery, a transport corridor and a new airport could end up as white elephants. With state finances under pressure, even some government insiders fear that the president's dreams will be hard to deliver, the Financial Times reports.
