Mexico reveals energy reform rules

The Mexican government revealed the proposed rules for the opening of the country's energy sector.

Production licences and contracts should be awarded to the company that offers the best returns, said Energy Secretary Pedro Joaquín Coldwell.

But where Mexican and foreign companies offer the same terms in their bids, preference will be given to Mexican companies, Coldwell added.
