Model cities' creator rethinks Honduras project

The plans for "model cities" with their own laws, taxes and police, have tun up against opposition from the US economist that inspired them, Paul Romer.
Romer says that he has not been given the authority and powers to run the project, as the government had promised.
In part, the problem is a constitutional court case that could be resolved within a week or a decade.
