No easy ride in Congress for future president of Costa Rica

No matter who wins Costa Rica's presidential election run-off on April 1, he will have to haggle over the formation of fragile alliances in the Congress.

So far, however, Fabricio Alvarado, is the more likely of the two candidates who appears to be able to govern.
