Odebrecht Panama bribes ‘were open secret’

Bribes being handed out by Brazilian construction giant Odebrecht were an open secret in Panama, Vice President Isabel de Saint Malo said Sunday.

"You had a company where it was an open secret that acts of corruption took place under previous governments," she told RPC radio, asked about the scandal.
