Solís will leave Costa Rica with a huge deficit in road-building

President Luis Solís of Costa Rica still has a year and half to go in his mandate, but already it is clear that he will leave behind him a legacy of a severe deficit in road construction.

The major problems are the huge tangle of red tape that surrounds public works, coupled with the shortage of the necessary finance.
