Spending limit creates enemies for Costa Rica reform

The fiscal rule that limits the spending of public institutions is creating a ,lot of enemies for the Costa Rican government of Carlos Alvarado.

Organizations that kept quiet during the legislative debate, such as the Social Security Institute and even the Supreme Court, are now talking about supposed illegality in restrictions on public spending.

The concern is due to the fact that the straitjacket envisaged by the fiscal plan will restrict such items as housing bonuses, social projects, the purchase of new equipment and the construction of new hospitals.
