Vital public works delayed by Costa Rica lame-duck administration

With only a few days until the run-off between the two leading candidates for the presidency, the outgoing administration led by President Luis Guillermo Solís, appears to be failing to make progress on major roadworks.

Nor is there any indication of progress toward the project of an urban railroad system that would considerably improve the problems faced by commuters in the San José metropolitan area.
