'Bolivar's dream' takes flight in Costa Rica

Without the presence of the United States and Canada, the nations of Latin America and the Caribbean will debate the targets to be set for the region during the summit today and tomorrow in Costa Rica of the Community of Latin American and Caribbean States (Celac).
The eradication of extreme poverty, then quality of education and the fight against climate change are the main topics to be reviewed by the 29 presidents and heads of government.
