Billions of dollars invested but Panama traffic still in a jam

According to the Inter-American Development Bank, Panama City will require investment of $3 billion in order to achieve the mobility of a modern, developed capital.

But Panama has already spent more than three times as much already within a decade and almost nothing has changed.
