Chinchilla’s plan for electrical reform in Costa Rica falls short on market opening

The energy plan by Laura Chinchilla, the Costa Rican president, proposes increased participation by the private sector in power generation.

However, the proposal is more timid than that of Chinchilla’s predecessor, Oscar Arias.
 
The Chinchilla plan is to be handed over to legislators within three weeks, while they already have been sent the Arias proposal.
