Claro and Movistar given green light in Costa Rica, more red tape awaits

Mexico’s Claro and Spain’s Movistar have now been given permission to launch operations in Costa Rica next month, but the permit is no more than a paper agreement. Red tape and technical obstacles have yet to be overcome before the companies can commence operations.
Yesterday, they were given the approval of the Comptroller-General’s Office, and next week at the latest they have to pay up $170 million for their licenses.
