Colombia refinery expansion beats $5 billion budget

Expansion of Colombia's Cartagena Refinery could cost more than $5 billion, exceeding the current $4.86 billion budget.

The project was 76 percent completed in December last year, and four of the 14 units to be expanded will be ready this year.

One of the main issues with the project has been the training of staff in 15 different specialties.
