Costa Rica fiscal reform: a whiff of gunpowder

Costa Rica’s fiscal reform managed to survive an attempt by the legislature to throw it out. But this does not mean the way ahead has been cleared.

Several procedural hurdles have yet to be overcome this month by the package.

Debate on the supposed shortcomings of the proposal has yet to be resolved. And these arguments could provide the matches and the gunpowder of an explosive debate between the government and the opposition.
