Costa Rica in talks with World Bank on $400 million

Laura Chinchilla, the president of Costa Rica, is negotiating a $400 million loan with the World Bank, to help pay a debt to the country's social security institution.
The money will be used for infrastructure and improvement of the institution's services.
Chinchilla also signed a $200 million loan with the Bank, which will be used to invest in research and technology in public universities.
