Costa Rica is lead in state-spending transparency

Costa Rica is the most transparent country in Latin America in terms of government budgets, according to the Latin American Budget Transparency Index 2011.

Even though Costa Rica came in first, it lost 10 points compared to the 2009 index, and now has 59 points.

Ecuador and Mexico came in second and third, respectively, while the least transparent country was Venezuela.
