Costa Rica leads in democratic development

Costa Rica is the most democratic country in the region and second in Latin America – one position higher than in 2014 – according to the 2015 Democratic Development Index (Spanish only) published by the Konrad Adenauer Foundation.

Panama is second in the region and fifth in Latin America.

Nicaragua and Honduras are considered to have "minimal development", along with Guatemala, which had the lowest ranking in Central America.

In Latin America, Uruguay placed first, while Guatemala was last.

The study analyses respect for political rights and civil liberties, institutional quality and political efficiency, as well as the ability to generate policies that ensure welfare.

Based in Bonn, the Konrad Adenauer Foundation - associated with but independent of Germany’s centre-right Christian Democratic Union - seeks to deepen development cooperation in over 100 countries (numbers in brackets indicate the position of each country in the Latin American ranking).
