Costa Rica open market in cellphones swims against tide

Plans for an open market in cellular telephony are swimming against a tide of resistance from a range of opponents.

In addition, lack of knowledge and foresight has added to problems along the way; both those directly concerned and the regulators have often been left to play it by ear.

Several of the companies that are interested are now feeling very unhappy about what has been described as a tortuous process.
