Costa Rica’s carbon neutral goal grows distant

Costa Rica’s goal, set in 2007, of achieving carbon neutral status as a country by 2021, is by now all but impossible to achieve.
The reality is to be found in the meager resources for investment in the goal and the lack of political will to achieve it. Since 2007, the country has invested at least $2 million a year in major changes in the five areas that have are required.
