Laura Chinchilla, the Costa Rican president, can no longer delay over authorization of permits for the exploration and production of oil awarded to Mallon Oil of the United States.
A court ordered the president to sign the permits within 15 working days.
Otherwise, the state will be sued and face a judgement that would include all relevant costs.
