Costa Rica´s Comptroller says that state telecom ICE and its subsidiary Racsa were not ready to face market competition

Despite the efforts made to face competition following the opening of the telecommunications market in Costa Rica, the state telecom, ICE, and much less its subsidiary, Racsa, are not ready.

This is the assessment made by the Comptroller-General’s Office in its report on the opening of the telecommunications in the country.

The report concludes that the state telecom did not establish a competitive transition plan, supported with a timetable establishing the different stages, actions, responsibilities and deadlines to ensure an effective and orderly transition.
