Costa Rica’s ICE takes the fight to Claro and Movistar
The imminent arrival of Claro and Movistar for the opening of Costa Rica’s cellphone market has sparked the state-owned former monopoly ICE to launch a campaign to hold on to its clients.
With its Kölbi brand, ICE has been plastering walls throughout San José with ads that compete with the foreign companies.
The state company has spent five times as much on its competitors as its competitors.
