The opening of a market in telecommunications in Costa Rica could make Racsa, one of the most profitable subsidiaries of the state-owned electricity and telecoms company, ICE.\

But foot-dragging over the implementation of new business plans has combined with suspicions that political strings are being pulled. Its workers claim that Racsa has been left as an empty shell.\
\
The workers claim that, because of the shortcomings of Racsa, private companies are having to do the work that it has been assigned.\
