Costa Rica's state cell phone provider accused of unfair business practises

Costa Rica's state owned cellular phone service provider Kölbi has been offering promotions for its customers that are considered unfair by its competitors.
The promotions were below the operating margin, the competitors claim.
Consequently, Spain's Movistar has filed a lawsuit against Kölbi with the country's telecommunications authority.
