Costa Rica sets the terms for cellular phone tender

Costa Rica will today launch a 200-page document containing the terms of its tender to open the current state monopoly in cellular telephones.
The regulator, Sutel, made the announcement after months of delays and considerable pressure from a variety of interests.
Companies reported to be ready to compete in the tender are Millicom, América Móvil, Telefónica, Cable&Wireless and Digicel.
