Costa Rica telecoms sell-off beset by confusion

The absence of clarity on the deregulation of Costa Rica’s state sector telecommunications sector is threatening to scare away potential investors.

They began with big hopes but confusion has reigned because of the conflicting statements issued by the Technology ministry, the telecoms supervisor and the ministry of Energy and Environment, as well as others.
 
The conflicting statements are no accident. The authorities are often sharply divided and beset by internal rivalries over the plans.
