Costa Rica urgently needs new ports but nation divided

The debate over plans to modernize Costa Rica’s Caribbean ports sounds like a Tower of Babel.
Everyone involved in the ports wants them to be improved, but they all speak different languages why they try to express themselves.
The need for the modernization is obvious. Costa Rica’s ports were ranked 132 of those of 139 countries in a World Bank study.
