Costa Rican government fails to use $1.6 billion in funds that were destined for public works. Bad planning and red tape

Millions of dollars that Costa Rica’s government had earmarked for public works programs were not used in recent years.

During 2010 alone, the amount was some $1.6 billion, double what the current proposal for fiscal reform is meant to save.

Bad planning and red tape are the main causes of the misuse of public funds.
