Could courts once again undermine Costa Rican tax plans?

At a time when Costa Rica is up to its neck in financial problems, doubts are emerging on the legality of the government's plans to raise taxes.

A handful of possible defects in the government's legal case could upset the whole fiscal reform.

In a worst-case scenario the Constitutional Court could order the legislators to go back to the beginning for the debate in the legislature, as it did in 2012, when the proposal of then president Laura Chinchilla was given a "luxury funeral".
