El Salvador seeks yet another stand-by

The government of El Salvador wants the International Monetary Fund to provide a stand-by credit that would ease the nation’s fiscal crisis.

The problem is that previous governments, both of left and right, have agreed to stand-by accords with the Fund but have failed to keep their promises.
